Washington Pass along the North Cascades highway has a wonderful viewpoint with a great little loop trail. It has fantastic views of Liberty Bell and the highway below it.
Fall is the best time to photograph here as the Aspen trees are turning yellow and create a stark contrast to the evergreen trees surrounding them.
For a shot like this, you'll want a wide angle lens and possibly a ND filter. I used an ND filter here to get a longer exposure in order to get the streaks of lights from cars driving along the highway. I took three or four photos and then combine then into one to get one long light streak along the entire highway. I only overlayed them on the bottom half of the photo in order to keep the clouds from looking too messy.

When you first turn onto the view point road, immediately to the left is a large open field. There are tons of opportunities here for creative compositions. Just be aware there is a lot of soggy areas here so watch where you step.
